Phone Scam Truth in Advertising

Phone scammers are getting very creative. 

This just came in on my home phone. 

I didn't answer but tried calling back from a blocked number. 

No ringing sound either time I called. 1st time got message, "All circuits" are busy. 2nd time, got the disconnected phone beep after about 30 seconds.
